History

Main port city of the Ocieniel Province, East Point is the largest hub for trade goods in the entire province. East Point is also the start for most of the trade routes in the Ocieniel province. The dock can hold about 125 ships at any given time and is made up of an array of smaller ports.

East Port is managed by a council of merchant princes that preside democratically over the city. While the city owes its loyalty to the Sovereign King of the country and answers to the Duke, the Merchants are the life blood of the Province and use that fact to their advantage. While they abide by the Law of the King (known colloquially as Common Law), the Princes don’t do much to stifle questionable trade that brings in a hefty profit.

Quick Count (Appraise and Perception, varying Difficulties)
Mercantilism is the blood of the city and even the poorest vagabond has some experience in the art of appraisal. Locals can estimate the total value and unit value of collection of goods with surprising quickness. The difficulty and time required for the two checks is determined by the amount of items which also determines the amount of time needed. A dozen items is a standard action (DC 10), a hundred items takes 1 minute (DC 15), and so on.

The Value of Function (Appraise)
Part of a good negotiation is knowing what makes an item valuable so that the negotiation can play to the items strength. When appraising an item, if the East Point native’s Appraise check exceeds 10 + the Caster Level of the Item, they can correctly identify the function of the magic item. Note this does not reveal anything else about the item (such as command words, schools of magic, caster level, etc).
